Months of study and discussion preceded the announcement, which came from the NCAA in the form of a quietly dropped pair of news releases on its website late on a Wednesday afternoon in October.There was nothing inconspicuous about this news, though. The Division I Council, responsible for day-to-day management at college sports highest level, introduced a holistic package of legislation that, if adopted next year, would overhaul the football recruiting model.The council, with a unanimous vote from its Football Oversight Committee and a stamp of approval from each of the 10 football-playing Division I conferences, according to council chair and Northwestern athletic director Jim Phillips, proposed major change to the structure of summer camps. The proposals also call for the limit on the number of assistant coaches per team at the FBS level to increase from nine to 10 and significant adjustments to the recruiting calendar.Perhaps the most important -- and surely contentious -- aspect of the proposals, though, calls for the addition of two early signing periods to the traditional February date. The first new signing period would fall on the final Wednesday in June and last 72 hours. The second early signing period would coincide with the mid-year junior-college period in mid-December.Wednesday and Thursday in Rosemont, Illinois, the Collegiate Commissioners Association will meet at Big Ten headquarters to discuss the early signing component of the proposals. The commissioners, who tabled an early signing proposal in June 2015, govern the national letter of intent program and thus control any changes to signing dates.They are not expected to vote this week, instead waiting for council votes on other parts of the proposals, likely in April, to make a call on early signing.The complex nature of the process and number of legislative bodies involved helps explain the inability to orchestrate change thus far.Might it be different this time?I have been so incredibly impressed about the collaborative nature in this, Phillips said. It doesnt mean that everybody is exactly in the same place as everyone else. Theres differences. But this was done collaboratively. It was done with great collegiality. It was done with the best interest of the prospective student-athletes, current student-athletes, current coaches and the sport of college football.Still, all is not as collegial as one might think. The early signing proposals immediately sparked debate in the coaching community and prompted suggestions that his was an unfair process to satisfy a mandate from the NCAA board of directors, the school presidents and chancellors who asked the Division I Council to fix the ills of college football recruiting.Mississippi States Dan Mullen is the only coach on the Football Oversight Committee and one of two coaches -- with Matt Wells of Utah State -- to sit on an ad hoc working group, tasked by the oversight committee to draft proposals over 18 months of work that led to this final package of legislation.Mullen, in fact, co-chaired the working group with Nebraska athletic director Shawn Eichorst. And the Mississippi State coach told ESPN.com that he disapproves strongly of the June signing period and has heard from many colleagues who share his feelings.Somehow, Mullen said, the oversight committee decided to completely forego every suggestion of the working group and all the research that was done to come up with a signing day that everybody [on the working group] completely rejected as the worst idea.But Mullen is a member of the oversight committee. So how was the vote unanimous to approve the proposal if he, as the only coach, opposed it so strongly? The oversight committees decisive meeting was held in September. Mullen, consumed with coaching his team, could not attend the discussion and vote.Id have been very adamantly opposed to the proposal they came up with if Id have been available, he said.With a June signing date, the proposal calls for the creation of official recruiting visits in June, which Mullen opposes because most students and staff are not on campus at that time.The June signing day makes absolutely zero sense to me, Mullen said. June, in my discussions and everyone Ive talked to, was probably the worst time to have a signing date.Big 12 commissioner Bob Bowlsby, chair of the oversight committee, rebuffed Mullens criticism.He had the opportunity to participate by telephone, Bowlsby said, and I think he was planning to but wasnt able to.Bowlsby noted that Todd Berry, executive director of the American Football Coaches Association, a member of the working group that Mullen co-chaired, also sits on the oversight committee and attended the September meeting.We have a lot of people with football backgrounds in the room, Bowlsby said. I think the coach voice was certainly heard in the discussions.Mullen said he hopes the commissioners look at the big picture this week and reconsider June as a signing option. The Mississippi State coach said he would support an August date.There are a lot of points of view on it, Big Ten commissioner Jim Delany said, But its called a proposal. Its not a rule, and Im sure there will be different points of view expressed.Of 55 NCAA-sponsored sports, football is among four, along with mens and womens soccer and mens water polo, to not use an early signing period.Bowlsby and other conference commissioners said they expect robust discussion in Rosemont this week. The proposals are currently open for input from NCAA membership. The commissioners may meet in January at the NCAA convention, then again after the anticipated April decision by the council on the other recruiting proposals.Ill be interested to hear the dialogue, said Mid-American Conference commissioner Jon Steinbrecher, who sat with Mullen and Eichorst on the oversight committee and the working group. But I think it is a very, very, very solid package that makes a lot of sense and addressees a lot of the issues we were trying to address.I have a reasonable expectation that this will be approved, but I think theres a ways to go -- and I think theres a lot more discussion that has to take place.
